Percy Twinkle is a character from the Betty Boop comic strip.[1] Van Twinkle's little brother, and Billy Boop's friend and rival. Percy is first introduced to Billy by Van.
Percy decides to invite Billy over to her house for tea. Billy ends up in the hospital, after taking Percy's dare to jump off the roof. Van is shocked that Percy dared Billy to jump, Percy tells Betty that he is "deucedly" sorry.
Betty responds to the Twinkles, by saying that Billy was always a hard-headed kid.
After visiting Billy in the hospital, it turns out that Billy asked the nurse to play some games with him. Percy says that Billy's games are rather strenuous affairs.
When Percy invited Billy to go hiking, Billy assumed he meant fighting, so Billy beat up Percy. Billy is told by Betty that he ought to emulate Percy's manners and act like a little gentleman.
Billy and Percy argue with one another. Billy informs Percy that he is a mugg. And that only a sissy would wear gloves, a monocle, and a high hat. In response, Percy labels Billy a blooming toff. Insulted, Percy slaps Billy in the face with his glove.
Satisfied Percy walks away. Billy tries to attack Percy but Betty stops him and tells him that the slap was a European custom. Billy tells Betty that he won't be satisfied until he knocks Percy out.
Betty warns Billy that gentlemen don't hit with their fists, they hit with their gloves. After peeking into his toy box, Billy takes out a pair of boxing gloves. He finds Percy and K.O.'s him completely.
